Randy, just had to ring in on the FTW tethering ordinance. 48 sq. feet is ludicrous for an animal that will spend 24/7 in the area, with a dog house, food and water bowl and an area to defecate and urinate without having to lie in its own waste. People who kennel 24/7 are unlikely to clean the kennel every day so there will be an accumulation of feces that the animal will be exposed to.

 

I note that the proposed ordinance says “enclosure†the definition of which is a wall or fence (not to be confused with kennel/cage as often cited by groups opposing such ordinances). Why must we “kennel/cage†animals, whatever happened to fences.

 

TVMA opposed out state law on tethering as “one of their committee members from El Paso†said it would be too expensive for the people in his area. I assume this vet is one who would charge $45.00 for an office visit, up to $300.00 for a spay/neuter, $75.00 for bloodworm, $19.00-$25.00 for a heartworm/feline leuk test, etc. etc. BUT don’t think it is important for a dog to have adequate space to be comfortable and protected from the elements. Texas Wildlife opposed it though their hunters were exempt, we even exempted the hog-dog barbarians.

NOW TO THE ANIMALS IN BACK OF “OPEN VEHICLESâ€, not just pickups and flatbeds but should also include convertible, jeeps etc. It should read appropriately sized (that is critical) cage though I prefer container and properly ventilated. If this is not spelled out it allows for all kinds of misinterpretation so why not do it right in the first place. Next, “properly secured by a leash that will prevent the animal from jumping out or strangling†does not prevent the animal from ingesting dirt, bugs and other debris while hurtling down the highway in the back of the macho bubba, neither does it prevent burned paws on hot truck beds in summer and frozen paws in winter nor exposure to extreme heat and cold as addressed in other ordinances.

 

C’MON YOU GUYS IN FT. WORTH CAN DO BETTER THAN WHAT IS WRITTEN IN THESE PROPOSED ORDINANCES.

URGENT ACTION NEEDED IN FORT WORTH TO PASS SPAY/NEUTER ORDINANCE

 

The Fort Worth City Council is considering adopting a historic spay/neuter ordinance that will be a huge step toward reducing the number of animals euthanized each year. Under the proposed ordinance all animal owners will be required to spay and neuter their pets unless they pay a one-time $50 “intact pet feeâ€. Similar spay/neuter ordinances that have been enacted in other cities have dramatically reduced both the intake and euthanasia of animals. ( Denver , for example, reduced the number of pets it euthanized from 3700 to 2267 in three years). An annual fee would be better than a one-time fee but this ordinance is a good start. As expected, the puppy millers and irresponsible breeders have mounted a well-organized and funded campaign to defeat the proposed ordinance.

 

We need as many people as possible to attend the city council meeting this Tuesday, August 11 at 7:00 p.m. to show public support for the proposed ordinance. Just fill out a card indicating "I support the spay and neuter ordinance." You don't have to get up and speak (unless you want to). Just fill out a card. If you cannot attend the city council meeting this Tuesday, please contact the mayor and your city council person (or all of them) and tell them "I support the proposed spay and neuter ordinance." Their contact information and address of city hall is below.

 

The proposed ordinance is a comprehensive overhaul of the existing animal ordinance. Other important changes include:

 

1. Making it illegal to tether a dog unless it is within the owner’s direct physical control (ie: the owner is present);

2. Prohibiting animals in pickup or flat bed trucks unless in a cage or properly secured by a leash that will prevent the animal from jumping out or strangling;

3. Requiring that all outdoor enclosures be at least 48 square feet in size.
