I think so in terms of the soaking. (Although I thought it was two hours.) But the important thing is the ten minutes boiling. The beans have to reach a certain temperature and sustain it to kill those toxins. I think if they`re not sufficiently soaked they might be too hard for the heat to permeate properly and do its stuff in the ten minutes.
