I hope, therefore, that you will support Bill C-15, which includes important amendments to the Cruelty to Animals Sections of the Criminal Code. The current provisions for crimes against animals are outdated and do not reflect society's view of animals, nor do they act as a deterrent to animal cruelty. Too often, animal abusers receive only a slap on the wrist for the suffering they cause, and then are free to find more victims, sometimes moving on to commit violence against humans. Bill C-15 will afford animals protection as sentient beings that can suffer, rather than as property the way the current Code does. It will also allow for tougher sentences, including unlimited fines, longer jail terms and lifetime bans on animal ownership. Another important provision of the amendments allows judges to order convicted animal abusers to pay restitution to humane societies or other organizations who often spend thousands of dollars to provide food, shelter and veterinary care for abused animals. As you will notice, the wording of Bill C-15 has been slightly changed from the previous bill (C-17) to address the concerns expressed by various farming, hunting and angling groups that felt the previous changes would put them at risk of prosecution for carrying out legitimate, lawful activities. Reform of the Criminal Code, Cruelty to Animals Sections is long overdue and I truly hope you will support Bill C-15 to help protect those who cannot speak for themselves.
