It is automated such that after you supply your contact information, a nice letter is created (that you are allowed to modify) and then the letter is sent by both fax & e-mail to the appropriate Japanese embassy. The site also has a link through which you could fax and e-mail a letter to President Clinton urging US to impose sanctions on Japan for ignoring the international ban on whaling. Really gets a lot of things done with minimal effort.
