While Canada has finally begun to prohibit the capture and imprisonment of its own whales, incredibly it has no prohibitions or regulations governing the import of marine mammals. All that is required is an export permit from the country of origin. Herb Dhaliwal, Canada's federal Minister of Fisheries and Oceans, claims his government has no means or authority to prevent such imports. However, legal advisors to the animal protection community assert that Dhaliwal's contention is absurd. The government does have authority to prohibit import of marine mammals. Wild capture is a brutal procedure. Animals are chased, injured, and wrenched from their family groups. Often several animals are killed either incidentally or purposely in order to obtain the desired individuals. As animal advocates have long pointed out, captivity is an unacceptable situation for whales and dolphins. Whales and dolphins are extremely social, intelligent and active animals. In the wild they are constantly being mentally and physically challenged by their life in the ocean and are almost constantly on the move. Whales and dolphins in aquariums do not have a constantly changing aquatic environment to challenge them; their small tanks are comparable in size to human prison cells. Please write to Herb Dhaliwal, Canada's federal Minister of Fisheries and Oceans and ask him to: * Make official the ban on the take of manne mammals from Canadian waters for domestic or foreign display. * Ban the import of manne mammals from other countries for captive display.
