After a 16-month investigation, the Humane Society of the United States estimates that, internationally, 2 million dogs and cats are slaughtered for their fur each year. To prevent American consumers from unknowingly purchasing dog or cat fur, bills have been introduced into the 106th Congress. The Dog and Cat Protection Act has been introduced in the U.S. House of Representatives (H.R. 1622) and the U.S. Senate (S. 1197) to ban imports and sales in interstate commerce of products made with cat and dog fur. Current law exempts products valued at less than $150 from any labeling requirements. This legislation would require labeling of fur content for all products regardless of their price. The legislation also directs the Customs Service to inspect goods entering the U.S. suspected of containing dog and cat fur, and imposes penalties of up to $25,000 for each violation and up to one year in jail, as well as authorizing seizure of suspect goods and a ban on future sales of fur products by violators.
