Re: Please deny proposal by Brickell Key Marina

 

 

Dear Governor Bush and Members of the Cabinet,

 

Two of southeast Florida's best environmental protection measures are

under attack by special interests: the Biscayne Bay Aquatic Preserve Act

and the Dade County MPP. If a proposed 112 slip Marina is approved by

you and your Cabinet, both of these important environmental safeguards

would be violated and undermined.

 

The Biscayne Bay Aquatic Preserve Act protects one of Florida's most

unique and threatened resources. The intention of this act was to allow

for the eventual restoration of Biscayne Bay, a resource of national and

international significance, by limiting harmful and ill-planned

development along its coastline. The Act clearly states that " NO FURTHER

LEASE, TRANSFER OR SALE OF SOVEREIGN SUBMERGED LANDS BE ALLOWED UNLESS

AN APPLICANT PROVES THAT THE PROJECT IS IN THE PUBLIC INTEREST AND MEETS

THE TEST OF EXTREME HARDSHIP. " According to the Department of

Environmental Protection's staff, this project meets neither

requirement.

 

In 1989 Florida's Governor and Cabinet directed thirteen counties to

complete Manatee Protection Plans (MPPs). Miami-Dade County is one

of only five counties to have an approved MPP. Miami-Dade's MPP is

also one of only three of those that has earned the endorsement of SMC.

It was crafted by a task force made up of diverse members including

marine facility development interests, and excels in allowing manatee

protection and marine businesses to co-exist. One of the criteria in the

MPP is that all new marine facility sites and marina expansion sites in

Dade coastal waters should cause minimal or no manatee/ boat travel

pattern overlap. This project is located at the mouth of the Miami River

- a major travel corridor for Dade County's manatees. Further, the

Miami-Dade MPP DOES NOT ALLOW FOR A COMMERCIAL MARINA AT THIS LOCATION.

 

Please DENY THE LEASE by adhering to the guidelines set forth in the

Biscayne Bay Aquatic Preserve Act and the Miami-Dade Manatee

Protection Plan when evaluating the Brickell Key Marina Lease.

you will take regarding this important issue.
