DATE COX NEWS SERVICE TALLAHASSEE, Fla. -- In a question crystallizing the debate over what does and does not belong in the state constitution, Florida voters next month will be asked to decide whether expectant pigs deserve constitutional protection. After wading through a 700-word description of " excessive punishments " and choosing whether to ban smoking in restaurants and picking sides in the fight over class size in public schools, voters will choose whether to put the following in the state Constitution: " No person shall confine a pig during pregnancy in a cage, crate or other enclosure, or tether a pregnant pig, on a farm so that the pig is prevented from turning around freely.
