More important: Is the ABC programme a failure as has been stated by some other organisations too? Suparna Bakshi-Ganguly, honorary vice-president, Compassion Unlimited Plus Action (CUPA), does not agree to the accusations or the solution. Killing of stray dogs has been going on since 50 years but has achieved pretty little. Is this the precedent of failure being advocated, she wants to know. Lokayukta N Venkatachala, in his recent comment on the stray dog menace, had suggested that the easiest solution was the total elimination of stray dogs from the streets of Bangalore. Referring to the BMP’s ABC/ ARV programme (Animal Birth Control/Anti-Rabies Vaccination) as a failure, he was of the opinion that killing the dogs was the only solution. As to the failure of the ABC programme, Suparna has all the figures from the various BMP wards that have been under the programme since it was started in January 2001. “In 2002, there were exactly 4 deaths due to rabies recorded from 100 wards, and since September 2002, there has not been a single death from rabies reported from any of these wards. Is that failure, considering that the figure used to be around 36 or so in the preceding years?” Even among the deaths reported, the case inevitably points to outskirts of the city which, as she states, does not fall under the ABC programme. So how can that be a pointer? Where then have the facts reporting a failure of ABC coming from, ask the animal welfare organisations. An even more interesting fact is the way the Isolation Hospital has been maintaining records. From 1991 to 2002, the sheet has two columns for number of cases, and for number of deaths, and a third column for places of origin where places as far and distant as Jayanagar and Hoskote, Channapatna and Devanahalli are grouped together. The animal welfare organisations hope that the hospital could maintain records for the 100 BMP wards separately. Ultimately, as long as there is garbage around, and people willing to feed the strays, killing cannot be the answer.
