TRENTON -- Is it humane for milk cows to have their tails cut off or

pigs to be castrated without anesthesia?

 

A panel of three Appellate Division judges are weighing those

questions after hearing arguments yesterday in a case brought by a

coalition of animal welfare groups led by the Watkins Glen, N.Y.-

based Farm Sanctuary against the state Department of Agriculture.
