The article below mentions Jack Frost Sugar as one company which uses granular carbon instead of bone char. I'm not sure about the U.S., but have read that sugar companies in the U.K. use limestone-derived filters exclusively. Veganized Powdered Sugar 2 C. unbleached cane sugar 1/2 C. cornstarch In a blender or food processor, blend sugar and cornstarch for 1 minute. Scrape down the sides and blend an additional 30 seconds. Store in an airtight container.
