This may be true for store-bought tempeh where storage methods and shipping time come into play, but the tempeh culture, itself, is not harmful. The rhizopus culture has been shown to be effective against aspergillus flavus, the mold that generates aflatoxin. In Indonesia, its country of origin, it is sometimes eaten raw, although cooked and spiced is more common. In our household, homemade soy/rice tempeh is often consumed raw in a faux 'chicken' salad, diced with Vegenaise, celery, capsicum, pepper, etc. People with compromised immune systems, though, should probably not consume it (or many other things) without cooking.
