" Idealistic, but research has constantly shown that the threat of punishment isn't such a great deterrent to the crime in the first place. I suspect. 1. Premeditated crime, people who do this never intend to be caught. 2. Passion crime, people who commit passion crime eg finding out that adulterous bastard cheated on you and then clocking them in a fit of rage, don't normally consider the consequences, or are in no fit state to do so. 3. IMO to deter people from doing crime by punishing to make an example, people have to see it- back we go to public Hung-drawn-quartered. You'd have to force people to watch gruelling torture so they understand what they risk by committing crime. Testing on any animal without their consent is wrong IMO.
