Seems it would have more impact with folks so that they could play watchdog or drive by and report violations of the law. As to the pictures ID'd as dry lot farms, they aren't. It is a calf operation which is generally worse than dry lotting cows. And just so the record is straight, farms don't dump dead cows on the side of the road. Cows have been known to die on the side of the road when they are being moved from area to area. If they were dumping carcases, public health would shut them down in a heart beat. And, yes they can trace who a cow belongs to. They are all branded or tatooed or ear notched or ear tagged and removing the ear tag would still lead to the owner.
