Melt 3 tablespoons margarine in a heavy saucepan over medium heat; whisk in flour until smooth. Cook, whisking constantly, 1 minute. Gradually add milk, cook, whisking constantly, until thickened and bubbly. Stir in 1/2 cup cheese and salt and pour over asparagus. Stir together remaining 1/4 cup cheese, breadcrumbs, 1 tablespoon melted margarine, and paprika. Sprinkle evenly over casserole. Cut into 1/4-inch slices. Arrange slices into 4 rows on a baking sheet coated with cooking spray; overlapping half of each slice with the next. Sprinkle with salt. Combine rosemary and pepper. Cut broccoli and cauliflower into bite-sized pieced. Steam for 15 to 20 minutes. Saute mushrooms in margarine. Cut tomatoes into bite-sized pieces. Combine all vegetables and soup.
