Cut the tomatoes in half and arrange on a baking dish. In a food processor fitted with a steel blade, combine the bread, oil or margarine, and dried herbs. Process to get even coarse crumbs. Sprinkle the crumbs over the tomatoes. Broil for 3 to 5 minutes, depending on the strength of your broiler, or until crumbs are golden brown. Just before draining, add the corn kernels to heat them. In a food processor or blender, combine the cottage cheese, parsley or cilantro leaves, scallions, and olive oil. Process until smoothly pureed. When the fettuccine-corn mixture is done, drain it well and combine it with the cottage cheese mixture, bell pepper, and green chiles in a large bowl.
