Heat the oil in a deep, heavy saucepan. Add the onion and garlic and saute until the onion is lightly golden, about 5 minutes. Add remaining ingredients, except the tortillas, plus 1/4 cup water and bring to a simmer. With a potato masher, mash some of the beans so the liquid becomes thick and saucy. Spread the tortillas on a baking sheet and place it in the center of the preheated oven. Bake for 10 minutes or until crisp and dry. Remove them from the oven and place them on a serving platter. Steam, covered, for 5 to 7 minutes over moderate heat or until bright green and tender-crisp. Drain, then return to skillet. Stir in the tomatoes, cover, and cook another 2 to 3 minutes, just until tomatoes have lost their raw quality.
