Prepare mungbean sprouts as follows: scald briefly in boiling water, drain, rinse under cold water, and finely chop. Prepare cabbage leaves: cut into 4-inch squares, scald briefly in boiling water, and rinsed under cold water 2. Mix carrot, bell peppers, rice or eggplant, bean sprouts, egg, scallions, garlic, rice wine, soy sauce, sesame oil, sugar, sesame seeds, salt, and pepper. Shape mixture into oval meatballs about 2 inches long. Place cornstarch on a large plate. Gently roll each meatball in cornstarch. 3. Dip inner surface of each cabbage square in cornstarch. Place meatballs in cabbage leaves and fold edges of leaves around meat to form small bundles. 4. Heat water in a steamer to boiling. Arrange bundles, seam-side down, in the upper part of steamer. Steam for 15 minutes. Garnish with parsley.
