Thinly slice the white bulb of scallions. 1. In a large pot of boiling water, cook carrots for 2 minutes. Rinse under cold water to stop cooking, and drain. In a large bowl, combine carrots, scallions and 3/4 cup of cilantro. 2. In a small bowl, whisk all dressing ingredients together until smooth. Toss carrot mixture with dressing and sprinkle with remaining cilantro leaves.
