Japanese police are to prosecute a 63-year-old jobless man suspected of mutilating dogs as part of a fund-raising scam that netted him one million yen. " The jobless man had been amputating dogs' legs, or stabbing them in the abdomen, to evoke pity from passersby, " said an Osaka police officer. " He would put the dog in his bicycle basket and show it off to the public next to a board saying, 'This dog needs to go to the vet. Please donate'.
