Akihiko Higuchi, a section chief for a foundation on loan from the Industrial Bank of Japan, Ltd., faces charges of violating the Law Protecting Animals, after he allegedly used a crossbow to shoot at least one cat to death after it ventured into the yard of his Setagaya-ku residence. Higuchi's crimes were unusually cruel as he would use silvervine, a plant frequently consumed by cats, and other enticing treats to lure cats into his garden, so he could play a sick game of target practice. " The cats were a nuisance to me because they always came onto my property and deposited feces, so I shot them, " Higuchi reportedly told police. Police said that on Dec. 23 last year, Higuchi used a crossbow to kill a cat that belonged to a 69-year-old woman who lives in his neighborhood. Two crossbows and 21 arrows were confiscated from the suspect's home, police said. At least eight incidents of cats being maimed with arrows near Higuchi's home have been reported since last August.
