Germany is considering a plan to send beef from the European Union's BSE slaughter programme to ease a famine in North Korea. Senior officials are studying the feasibility of the aid programme which would not only feed hungry Koreans but also soothe the concern of many Germans upset by the planned slaughter of 400,000 German cows to stabilise a market wrecked by the fear of mad cow disease.... Germany has two concerns. The first is that the project could backfire and the Berlin government would be accused of exporting mad cow disease to a helpless country. There has to be absolute certainty [sic] about the BSE tests. The second worry is that the North Korean infrastructure is so poor that the food will rot. [What about all the excess European grain sitting idle in intervention stores? I'd have thought that might be a bit more useful and a lot less dangerous.
