Establish an Ethics committee All publicly and privately owned and financed facilities that engage in any practice relating to animal experimentation must have an Ethics committee. The committee: (1)The committee would be required to evaluate animal experimentation in terms of the welfare of the animal in each facility and organisation. (2)The main responsibility of the committee is to evaluate animal welfare based on the " 3Rs " principles. 2. Establish a system of registration All publicly and privately owned and financed facilities which breed and keep animals for experimentation or which participate in animal experimentation are required to register with local authorities. 3. On-site Investigation All publicly and privately owned and financed facilities that engage in any practice relating to animal experimentation must be subject to regular on -site investigations in order to monitor the living conditions of the animals, and to monitor the effectiveness of the committee.Investigations should also be undertaken when deemed necessary. 4.Keeping and Reporting of records Experimentation facilities are required to keep and maintain accurate records concerrning animal experiment and experimental animals and report to local authorities. 5.Clear notification of the " 3Rs " principles " 3Rs " principles are now a global standard and officially adopted by many institutions in the EU and even in OECD regulations. 3R's principle are summarized as follows. (1) Reduction : using the minimum number of animals necessary. (2) Refinement : enhancing animal welfare and ensuring the best conditions possible. (3) Replacement : using other models when appropriate.
