I have just received a fax from the Government of Tamil Nadu giving the gist of discussions and an action plan formulated by the Secretary to Government, Mr. Vivek Harinarayan, IAS; Mr. Thiagarajan, Joint Director of Animal Husbandry; Government of Tamil Nadu; Mrs. Clementien Pauws, President of Karuna Society; and Mr. V. Daniel, Blue Cross of India. It looks like our efforts are paying off and the Government is agreeable to set up relief camps for the animals. Though not specifically mentioned, the camps will cover cattle, equines and goats. The dogs will be covered by the Blue Cross by feeding and watering and necessary medical treatment where required. ================================================================================\ ========= MINUTES OF THE MEETING HELD AT NAGAPATTINAM COLLECTOR'S OFFICE ON 07/01/2005 AT 11.30 A.M. PRESENT: Mr.VIVEK HARINARAIN, IAS SECRETARY TO GOVERNMENT 044-25670783 Mr.THIAGARAJAN, JOINT DIRECTOR, ANIMAL HUSBANDARY 09443276344 Ms.CLEMENTEIN PAUWS, KARUNA, AND Mr. V. DANIEL, BLUE CROSS OF INDIA Action Plan for rehabilitation of Tsunami affected animals - 07.01.2005 An earthquake with a great intensity of magnitude 8.9 on Richter Scale occurred at 06.29 AM on 26.12.2004 with its epicentre over West Coast of Sumatra Region of Indonesia. Due to a very heavy storm surge as a result of earthquake that occurred off Indonesia coast, heavy casualties occurred in the coastal districts of Chennai, Kancheepuram, Thiruvallur,Cuddalore,Villupuram, Nagapattinam, Kanniyakumari, Pudukottai,. Thanjavur, Ramanathapuram, Thoothukudi and Tirunelveli Districts. Nagapattinam is the worst affected district in Tamil Nadu. However, large number of the total animal population along the coastline of Nagapattinam district have been affected in the following ways: 1.. Animal and the owners have been displaced. 2.. Animals have abandoned and the owners could be in the relief camps. 3.. Orphaned animal. As effect of Tsunami, large number of grazing area has been destroyed and also large quantity of plastic and other non-consumable items have been washed and has become a source of danger to the animals. People with animals - The Animal Husbandry Department will take immediate action to supply fodder as well as feed mix and water for the animal population. Further Animal Husbandry Department will assess the requirement of fodder and feed mix in this regard. 1. Large of animals have been orphaned. The Animal Husbandry Department is already operating Animal Camps in the following places: i. Thirumullaivasal ii. Poompuhar iii. Tharangambadi iv. Thandampadi v. Velankanni vi. Vilunthamavadi vii. Pushbavanam 2. Animal Husbandry Department in association with All NGOs will take immediate action to patrol the beach area, pick up and ensure that the animals are taken to Animal Camps. For this purpose, volunteers will be required, which shall consist of workers from Municipalities; as well as local people and NGOs volunteers who will be requested to render the assistance in this regard. 3. For the animals, that are in close proximity to the camp, with the help of the volunteers, they can walk to the Animal Camp. 4. Blue Cross,Chennai has two trucks and also the lorries will be spared by the Municipalities with ramps so that the orphaned animals can be transported. 5. Requirements at the camp - The Animal Husbandry will need casuarinas, poles, ropes, plastic tubs to create the cordoned areas, where the animals can be kept. 6. Requirements of fodder - 1) Green grass, 2) white grass, 3) concentrates and 4) clean water. 7. The team Leaders in this area will be requested to help in the mobilization of the village community so that small animal camps with the village participation can be created in the village itself. However, the fodder and feed requirements will be supplied by the Animal Husbandry Department. 8. It was also decided to contact the Secretary (Animal Husbandry) so that similar action can be taken along the Tsunami affected coastline villages of Tamil Nadu. ============end=================================== Since the only NGOs present were the Blue Cross and Karuna who are working together, wherever you see the word NGO/s, please remember that the additional responsibility will be on us.
