Pet shops will have to register their operation with authorities, a change from the present status that only requires them to report their operation to authorities. The revised law will also raise the maximum fine for the ill-treatment or abandonment of pets to a 500,000 yen from the current 300,000 yen. It also sets three principles on the use of animals for experiments Etheir pain should be alleviated, their numbers should be reduced, and alternative methods of experimentation should be sought.
