When introduced on February 21, 2003, Senate Bill 993 pertained to threats of death or bodily injury against another person, with no reference to animals, and amended California Penal Code . The bill, however, was surreptitiously changed to amend California Penal Code , which concerns criminal trespass. Now, the bill no longer pertains to threats of bodily injury: It is a thinly disguised industrial farming protection bill which makes it a misdemeanor to enter buildings or land where animals are kept. Under this proposed legislation, criminal charges could be brought against a person photographing acts of animal cruelty, rather than against the perpetrator of the animal cruelty itself. There isn't even an allowance for animal welfare or animal control investigators! We cannot allow the meat industry to operate unabated. SB 993 has passed the Senate without opposition, and has been rushed to the Assembly Floor for a vote. Letters are urgently needed to prevent this factory farming-friendly legislation from passing. Please write your Assembly-member immediately, and encourage him/her to oppose SB 993!
