Japanese Foreign Minister Makiko Tanaka is in the United States

June 16-18, 2001. She will have a bilateral meeting with Secretary of

State Colin L. Powell at the Department of State on Monday, June 18.

 

Please CALL/EMAIL to Urge Secretary Powell to demand Japan

to stop its sadistic whaling. Japan's killing whales has nothing to do

with the culture. It is simply their sadistic, barbaric nature and for

its selfish profits.

 

Japanese Government has been historically cruel to all living beings.

For example: Japan killed more than 35 millions of Chinese " civilians "

from 1931 till 1946 with the most unimaginable cruel ways to kill.

We are told that NMFS will soon be collecting the signatures needed to

complete the Makah whaling environmental assessment. At this point, no

one outside of NMFS knows what the final outcome will be. However,

there IS one thing that YOU can do:

 

We are asking you to write a letter to Donald Evans, the Secretary of the

Department of Commerce. (The Department of Commerce is the parent

agency of NMFS, and Secretary Evans holds a Cabinet-level position)

A sample letter is included below, but please take the time to

personalize it, so as to avoid a " form letter overload " in his office.

 

Secretary Evans is ultimately responsible for giving a " go " or " no go " on

whatever NMFS has come up with, so we want to let him know that

there are a LOT of people keeping a close eye on this situation.

Dear Honorable Secretary Evans:

 

I am writing in regard to the pending Environmental Assessment (EA)

being prepared by the National Marine Fisheries Service (NMFS) on

the possibility of more whale killing by the Makah Tribe of Washington

state.

 

I am concerned at the appalling waste of tax dollars being used to kill

whales in the Olympic Coast National Marine Sanctuary by the Makah

tribe, and find it unconscionable that the current administration might

actually be considering approval for more of this horrific activity.

 

To date, it is estimated that approximately $5 million of U.S. taxpayer

money has been used- directly and indirectly- to assist the Makah Tribe

in illegally killing whales in Washington state. I urge you to take a

closer

look at this situation and demand accountability by the responsible

agencies- not only financially, but factually. You will find more detail

I also strongly urge you to withdraw support of the Revised Management

Scheme(RMS) because it will only lead to commercial whaling. RMS is

based on flawed mathematical formulas, is unenforceable and can easily

be tainted by human greed. Commercial whaling must NEVER be revisited.

 

My concerns include the following:

 

- The whale killing activities by the Makah Tribe have never been

sanctioned by the International Whaling Commission, a body of which the

U.S. is a member. Even though NMFS maintains that such approval has

been given, they can not show a single document which proves this claim.

 

- The killing has already set an international precedent, with numerous

countries now clamoring for their " right " to kill whales for cultural

reasons.

 

- The Makah Tribe continues to state that they may begin commercial

whaling at any time, much to the embarrassment of NMFS, which

continues to claim that the Makah Tribe will not.

 

Someone is not telling the truth here, Secretary Evans, and as an

American, I do not want this country to return to the dark days of

commercial whaling in any way, shape or form. It should also be noted

that the resumption of commercial whaling would be in violation of a

lengthy list of state, federal and international laws.

 

- Evidence of public opposition to the Makah whale killing activities is

well-documented, with the most recent poll (by the McLaughlin Group)

indicating that over 82% of the American public opposes it.

 

- The United States' credibility and past efforts at protecting whales

has been seriously undermined by this debacle, and must be restored.

 

-You should also be made aware that several organizations are presently

preparing to take this Environmental Assessment back to court on various

issues, many of which were brought to light in 'Metcalf v. Daley.' Your

predecessor, William Daley, lost that case. Under this unfortunate

scenario, the Department of Commerce would be forced to defend a

Clinton/Gore sponsored illegal whale hunt, hardly a fortuitous situation

for your agency, which, at the very least, deserves a " clean slate " to

work with at this point of the Bush administration.

 

I respectfully request that you review the facts surrounding

this situation. The whale killing activities of the Makah tribe have had

a tremendous negative impact on the communities of Washington's Olympic

Peninsula, and I fervently hope that you- and the present administration-

will take a close, hard look at this ongoing debacle. Please help in

restoring a sense of peace to our communities, and I beg you to stop the

hemorrhage of my tax dollars into unaccountable coffers.

URGE U.S. Senate Appropriations Agriculture Committee to

approve $4.3 million increase in funding for Animal Welfare Act.

 

The House Agriculture Appropriations Subcommittee has granted a

$ 4.3 million increase in funding for Animal Welfare Act (AWA)

inspections and enforcement. This increase in funding would improve

the oversight and inspection of multitudes of puppy mills, laboratories,

zoos, circuses, airlines, and other facilities across the country.

 

But first the increase must be approved by the Senate Agriculture

Appropriations Committee. Then it faces votes in both the

House and Senate.

 

You Get What You Pay For

 

Under the AWA, U.S. Department of Agriculture Animal and

Plant Health Inspection Service (APHIS) Animal Care inspectors

are responsible for ensuring humane conditions at more than

10,000 animal facilities such as laboratories, puppy mills, zoos,

and circuses. Inadequate funding is making this job impossible.

 

In 2000 there were only 64 animal care inspectors in the entire country.

The number of annual inspections has dropped 40% over the past

decade. Since many facilities aren't inspected for years at a time,

there has been a steady rise in inhumane treatment of animals and

public safety risks. Furthermore, 45% of the facilities that were

visited were found to have failed to comply with AWA regulations.

 

 

WHAT YOU CAN DO :

 

Ask Senate Agriculture Appropriations Committee to approve :

a $2.9 million increase in funding for APHIS's Animal Care program,

(APHIS: USDA Animal and Plant Health Inspection Service.)

a $1 million increase for APHIS's Investigative and Enforcement

Services, and a $400,000 increase for the Animal Welfare

Information Center.

 

Say that to prevent animal abuse and ensure public safety, inspectors

must have a strong, regular presence at all facilities.

A major sponsor of Crufts dog show has carried out horrific experiments

on animals, it can be revealed today.

 

Thousands of weekend holiday visitors to the famous show at the NEC in

Birmingham will be shocked to learn the truth about IAMS, a pet food

made by Procter and Gamble.

 

The Sunday Express has uncovered damning evidence of gruesome tests

performed on dogs and cats during the development of the product, which

is being heavily promoted at the event. IAMS has also been backed by the

RSPCA - but after being told of our findings the animal welfare charity

said it would sever all ties.

 

Last night Crufts organisers launched their own investigation and were

considering removing a stand sponsored by Procter and Gamble. In

supermarkets and pet shops across Britain, IAMS is being marketed

as a breakthrough in animal health care and nutrition.

 

But our investigation as revealed that hundreds of animals suffered

incredible agony in experiments designed to perfect IAMS. A huge dossier

of research papers exposes how scientists deliberately induced kidney

failure and other conditions in dogs and cats. Some experiments involved

performing operations on healthy animals which were later killed.

 

Last night animal activists and MPs condemned the research.

Campaigner and comedy writer Carla Lane said:

 

" It is horrifying to think people are buying pet food that involves so

much experimentation. You don't have to harm animals to find out what's

good for them to eat. "

 

And Liberal Democrat MP Norman Baker said:

 

" It's ironic to say the least that a company which purports to care for

animal is conducting abhorrent animal experiments behind closed doors.

Perhaps they should list their experiments on their labels and then see

how much they sell. "

 

Animal rights organisation Uncaged Campaigns is to stage a protest at

Crufts, distributing leaflets and waving banners highlighting " the

suffering behind the science " and urging a boycott.

Dan Lyons said:

" Even the people representing IAMS at the show are unlikely to know they

are promoting a company that inflicts pain and death on animals. Once

they see the evidence they will be as appalled as anyone else. "

 

The protest is likely to embarrass the show's organisers who boast a

star studded guest list, including Coronation Street's Roy Barraclough

(Alec Gilroy), actress Susan George and Eastenders Martin Kemp (Steve

Owen) and Pam St Clements (Pat Butcher).

 

Details of the experiments are buried in obscure scientific papers

uncovered by the Sunday Express and Uncaged Campaigns.

In one experiment, 24 young dogs had their right kidneys removed

and the left partly damaged to investigate how protein affects dogs

with kidney failure. Eight dogs were killed to analyse the kidney tissue.

 

Dogs which became sick were not treated because it would have

undermined the test results.

In another test, the stomachs of 28 cats were exposed so

scientists could analyse the effects of feeding them fibre. The

animals were operated on for at least two hours and then killed.

 

The research team sterilised 24 female cats, which were then over-fed

until they became obese. They were then starved on a crash diet and

when they had lost at least 30 per cent of their weight their livers were

examined to investigate the link between weight loss and liver disease.

The company also sponsored research in which 14 husky puppies were

repeatedly injected with live virus vaccines and allergy-causing

proteins for the first 12 weeks of their lives. They developed permanent

illnesses in the test, which was designed to see how severely allergic

they could become.

 

Twelve huskies, 12 poodles and 12 labradors were regularly given chest

wounds to see if diet could affect fur regrowth. This was justified in

the study on the grounds that " dogs are enjoyable to touch and look

at... Dogs with coat problems are simply not handled as much. "

 

Dr Dan Cary, Director of technical communications for IAMS said

that his company cared about the welfare of animals. He justified

the scientific studies as being carried out to save pets from illnesses

and improve physical well-being. He said:

 

" Our mission is to enhance the health of dogs and cats. We take their

welfare extremely seriously during the studies and don't enter into

research lightly. All our studies have to be valid science and we have

to be sure they are never repeated as it is wasteful of animal time. "

is simply an attempt to attack a woman's right to choose .

As a constituent, I am writing to ask you to oppose H.R. 503 the

''Unborn Victims of Violence Act.'' This legislation would create

penalties for anyone who causes injury or death to a fetus in the process

of committing a federal crime, separate from any penalties assessed

for the actual assault on the woman.

 

I am concerned that this legislation would set a dangerous precedent

by establishing that an ''unborn child'' is a person separate from a

woman, and elevating its status above that of a woman. The bill makes

no distinction between a nine-month old fetus, a six-week old embryo,

a four-day old blastocyst that has yet to implant in the uterus, and a

two-hour old zygote that has yet to split into more than two cells.

Although the supporters of this bill claim that they are not targeting a

woman's right to have an abortion, by granting full personhood to a

fetus, embryo, blastocyst, and zygote, the bill threatens to set the

stage for a complete prohibition of abortion.

 

Additionally, the bill does nothing to combat violence against women.

By emphasizing the fetus over the woman, the supporters of this bill seem

to ignore the fact that injury to a fetus can only occur when a woman

is assaulted. Clearly, the best way to protect a fetus is to protect

women from violence, but the bill makes no effort to do so. If the

supporters of the bill claim were truly concerned with protecting

pregnant women from violence, they would focus their time and energy

on legislation that would actually do so.

 

I strongly support legislation that would protect women from violence.

I support the Violence Against Women Act, and was pleased that it was

reauthorized during the last Congress.

 

I encourage you to support efforts to genuinely protect women from

violence without undermining Roe v. Wade, the landmark Supreme Court

decision in favor of choice, and threatening to return us to a time when

abortion was illegal and unsafe. The ''Unborn Victims of Violence Act''

is an attempt to attack a woman's right to choose disguised as an effort

to protect pregnant women from violence and abuse.

in the American West to oil and gas drilling. Drilling for oil and gas

in these pristine national treasures makes no sense from an

economic, energy or environmental perspective.

 

For example, the Arctic Refuge likely holds only about 3.2 billion

barrels of economically recoverable oil -- or a six-months' supply for

the nation. Responsible plans to ease energy pressures in this country

emphasize increased use of energy-efficient technologies and renewable

sources such as wind and sun, instead of giving oil companies free rein

to destroy one of our country's crown jewels for their own profit.

 

I urge you to vigorously oppose efforts to remove protections for our

last wild places such as the Arctic Refuge. If legislation reaches the

House floor with provisions for opening these pristine national

treasures, please vote to strike these provisions.

 

I further urge you to co-sponsor H.R. 770, a bipartisan bill designating

the Arctic Refuge coastal plain as WILDERNESS .
