Back in the day, I learned to cut pastry by using two knives, and then later, an elderly lady showed me how to rub the the fat into the flour using my fingers. But the best was a friend who was known for her pies. She had a small kitchen and really needed to keep single-use stuff to a minimum, so she used a balloon whisk to cut the fat into the flour. I think that bit was used to help describe what the OP was seeking, not advocating shortening or full-fat pastry dough. I've used a pastry cutter to mix up fat-free muffins and biscuits. It also works great with PlayDough if you have kids. It's gluten-free and uses oatmeal and is more like a graham cracker crust.
