Schwarzenegger is trying to "save the state of CA money" by drastically reducing the holding period for shelter dogs/cats from 6 days to 3 days. Doesn't even get to the roots of the pet overpop problem. Just adds to the BETRAYAL dogs/cats already face by irresponsible humans and a disposable society.
