I think Trick or Treat is a perculiarly American thing which has gradually spread (like locusts!), but the Pumpkins (or Turnips as it was originally) were an Irish tradition, and the "Ghosts and Ghouls" is a bit of a twisted version of the much older celebration / remembrance of the dead (still seen as a prevalent festival in some countries such as Mexico).
