Andy Tierney, 24, from Hinckley in Leicestershire is reported to have dumped the unwanted mail in a bin located in the street. Council officers tracked him down using the addresses on the envelopes. But the fine was called " ridiculous " by Keith Lynch, who is leader of the Liberal Democrats on Hinckley and Bosworth Borough Council. 'Beggars imagination' " If the council officials, instead of imposing the rules strictly had written to the gentleman and said, look here you mustn't do this, that would have been quite sufficient. " And to fine him £50, well, all I can say is, quite frankly, it beggars the imagination " . It does feel a bit disproportionate to me and indeed ... I thought we were being encouraged to drop litter in litter baskets Lord Falconer, Lord Chancellor The council said he was being fined because he dumped " domestic refuse " into a street litter bin. Steve Atkinson, the council's chief executive, said Mr Tierney dumped a bag of rubbish, including food, not just junk mail. " We've issued a notice - not that he has committed an offence but we've reason to believe that he has - and we are reviewing the evidence. " We're talking about a large carrier bag which had other domestic rubbish in it. " If it had just been a couple of pieces of junk mail then we wouldn't do something like that - we'd be rightly criticised, but it was considerably more than that. " Lord Chancellor, Lord Falconer, told the BBC that the punishment seemed harsh. " It does feel a bit disproportionate to me and indeed ... I thought we were being encouraged to drop litter in litter baskets, but of course I don't know the facts, and no doubt the facts may present a different light. I personally wouldn't do this because here in the states they would use your personal info to get credit cards in your name and such. But the man was simply throwing away his garbage. Ridiculous!
