In a covered steamer or saucepan, steam the leaves over boiling water for 2 minutes, or until limp. Let cool, then squeeze the moisture from thhe leaves and press them into balls. Roll each ball in the toasted sesame seeds. Mix the vinegar, soy sauce, and ginger in a small bowl.
