September 4th, 2001 Dear Caring friend , We really have to work very hard now , or the most magnificent National Arctic Wildlife Refuge, the biggest home for millions of wildlife in the Arctic, will soon become roads and oil pipes filled industrial parks for dirty oil industries who had given the biggest money for President Bush's election for his today's position. It was the first time in 21 years that the House has taken up the Arctic drilling issue. The House voted on its version of an energy bill (H.R. 4) in the early morning hours of August 2nd, 2001. The House passed four separate energy bills out of four different committees, and combined them into one bill of more than 500 pages that does little to create a sound, balanced energy policy. Rather, this bill would provide tens of billions of dollars in subsidies to coal, oil, gas and nuclear industries, open the Arctic National Wildlife Refuge and other sensitive areas to oil and gas drilling, weaken environmental protections for other public lands, do little to improve fuel economy standards, and starve renewable energy and energy efficiency programs of needed funding. The Bush administration and the House of Representatives are plowing ahead with plans to open " America's Serengeti " to Oil/Gas exploration . On August 17, 2001, the United States General Accounting Office, the Comptroller General of the United States had just filed a serious complaint to the Speaker of the House on August 17, 2001 on Vice President Dick Cheney repeatedly refused to open all of the details on his secret " National Energy Policy Development Group (NEPDG) " team. (see Reference # 1 ) On July 16, 2001 , Judicial Watch, the public interest law firm that investigates and prosecutes public corruption, sued Vice President Dick Cheney over his secret " Energy Task Force " . They have charged that Cheney's secret " The Energy Task Force " is not in compliance with the Federal Advisory Commission Act (FACA) and the " Freedom of Information Act ( " FOIA " ) " , which mandates that documents, Task Force members, meetings, and decision-making activities be open to the public. (see Reference # 2 ) Vice President Dick Cheney uses his Second to None power to conceal the important documents on its closed door secret " Energy Plan " . On August 26, 2001, Los Angeles Times Sunday Report : " Bush's Energy Plan Bares Industry Clout. Cheney-led task force consulted extensively with corporate executives. Its findings boosted their interests.Environmental groups had little voice. " (see Reference # 3 ). Vice President Cheney continues to resist demands by Congress to disclose who met with administration officials during the 106 days earlier this year when the energy plan was fashioned. Even basic Vice President Cheney's secret Energy Plan is heavily biased in favor of the most polluting fossil fuels -- coal and oil -- at the expense of the environment, wildlife and public health. The oil, coal and auto industries, which shoveled millions of dollars into President Bush's campaign would benefits the Most. Numerous Constituents have been wondering that would it be the biggest " Conflicting Interest " fraud in the American Politics or was it an " Exchange " between the Oil/Gas industry's biggest investment on Bush and the National Arctic Wildlife Refugee ? We, the concerned citizens of the United States, wonder who are representing our interest in President's Bush's Energy Plan ? We care very great deal in our National treasure, Arctic Wildlife Refugee, the largest home to millions of wildlife in Arctic. We care about the cheapest Renewable Energy and Energy Efficiency instead of the dirty, public health hazardous and costly Oil/Gas energy. But none of these carried weight in Bush's Energy Plan. A new Research Study just released on September 2nd, 2001 reported that Dean Baker, co-director of the Center of Economic and Policy Research, estimated that the Alaska drilling would create just " 46,300 " jobs. It faulted the 1990 study commissioned by " American Petroleum Institute " that the Teamsters and the oil industry repeatedly cited to argue that the Alaska drilling would create 750,000 jobs. This new Study concluded that the earlier 1990 study was far off in estimating that the oil from the refuge would represent 3.5 percent of world oil production. Relying on more recent data and estimates, the new study found that the refuge would account for only 1.15 percent of world production. Recently, the Service Employees International Union and the United Auto Workers have all spoken out against the drilling. (see Reference # 4 ) Drilling in Arctic would have vicious impact on the local tourism business : Already, on August 29, 2001, a group of more than 50 Rocky Mountain business leaders sent President Bush a letter opposing efforts to allow oil and gas drilling in the region, saying it could endanger its $1 billion-a-year tourist economy. Many experts also expect the great loss of the tourists and the loss of the thousands of tourism related Jobs which would offset any increased jobs in drilling the Arctic Refuge. (see Reference # 5 ) Oil from the Arctic Refuge will not bring down gasoline or natural gas prices, or reduce America's dependence on foreign oil. Although drilling proponents often say there are 16 billion barrels of oil under the refuge's coastal plain, the U.S. Geological Service says the amount that could be recovered economically is more likely 3.2 billion gallons. Moreover, it would take 10 years for that oil to reach the pump, and even at the peak year of production -- 2027 -- the refuge would produce about a little more than 1 percent of projected U.S. energy consumption. However, this small amount of oil would come at an enormous Cost ! The Arctic Refuge, known as " America's Serengeti, " is among the world's last truly pristine wild places and the largest sanctuaries for Arctic animals on the planet. The coastal plain of the refuge is traversed by a dozen rivers and framed by the jagged peaks of spectacular mountains. This spectacular wilderness is a vital birthing ground for polar bears, grizzlies, Arctic wolves, the vast Porcupine herd of 130,000 caribou and the highly endangered shaggy musk ox, a mammoth-like survivor of the last Ice Age. The oil industry supported legislators argue that no more than 2,000 acres of the 1.5 million acres containing the oil would be disturbed. However, the 2,000 acres would create a ``spider web'' of drilling platforms, pipelines and roads extending across the region. For example, just see what oil activities bode for this pristine sanctuary, just look 60 miles west of the Arctic Refuge to Prudhoe Bay -- a gargantuan oil complex that has turned 1,000 square miles of fragile tundra into a sprawling industrial zone containing 1,500 miles of roads and pipelines, 1400 producing wells and 3 jetports. The result is a landscape defaced by mountains of sewage sludge, scrap metal, garbage and more than 60 contaminated waste sites that contain -- and often leak -- acids, lead, pesticides, solvents, diesel fuel, corrosives and other toxins. (see Reference # 6 ) A November 2000 " Department of Energy " report found that energy efficiency and renewable power sources could meet 60 percent(Sixty Percent) of the nation's needs for new plants. That would save money and reduce air pollution. Increasing reliance on energy efficiency and renewable energy sources would be the quickest, cleanest and cheapest way to meet our energy needs. The Department of Energy stated that The Industry sector is the nation's largest energy consumer, accounting for 38 percent of all U.S. energy use. By developing and adopting more energy-efficient technologies, industry can boost productivity and competitiveness and improve the environment as well as the affordability of homes. (see Reference # 7 ). We take this Drilling in the Arctic Wildlife Refuge issue as one of the most offensive act to our desperate efforts to protect our last and the planet's largest Wildlife Sanctuaries in Arctic .
