If they have made direct threats to you, you can call the FBI, but you'd have to call the FBI in the state in which they live. I, actually, have contacted the FBI before regarding some freaky kiddie porn person on one of my lists...I first called the local police department (cuz the person lived in the same city as I) and they in turn told me to call the FBI who took over the whole situation. You'd also have to have some kinda of " proof " so I hope you are keeping all the emails, but then you hit a really grey area where you can do quite a bit to screw with all that stuff to make it look like an email was coming from somewhere when it really wasn't. I doubt the 2 particular people won't have their accounts much longer, and they'll possibly get thrown off their e-mail servers as well (I think servers take libel and racism pretty seriously - I don't know about the USA, but in the UK, I think they are classified similarly to " publishers " , so are responsible to an extent for material sent through their servers!)
