EU Rejects U.S. Immunity Proposal Wed Jul 3,12:41 PM ET By EDITH M. LEDERER, Associated Press Writer UNITED NATIONS (AP) - The European Union ( news - web sites) rejected a U.S. proposal Wednesday to keep American peacekeepers from prosecution by the new international war crimes tribunal, and the search continued for a compromise that would avoid a U.S. threat to end U.N. peacekeeping in Bosnia at midnight. Insists Tribunal Will Fight Impunity (AP) U.N. ambassadors from the 15 European Union nations — which have all ratified the Rome treaty establishing the court — met Wednesday morning and agreed that the U.S. proposal violated the statute, Britain's U.N. Ambassador Jeremy Greenstock said. A European diplomat said the EU nations were " very, very firm " in supporting the International Criminal Court, which came into existence Monday with ratifications from 76 nations, and opposing any proposals that distort its " spirit and letter. " The United States proposed a possible compromise Tuesday that would allow the five permanent council members — the United States, Britain, France, Russia and China — to use their vetoes to permanently block the court's investigation or prosecution of peacekeepers. The Security Council discussed the U.S. proposal behind closed doors Wednesday morning, and further consultations were expected later in the day. As he headed into the meeting, deputy U.S. ambassador Richard Williamson was asked if the United States was open to amendments or negotiations. " We appreciate input, " he said. Russia's U.N. Ambassador Sergey Lavrov said his government was waiting for a revised text. The United States' demand for immunity has left it standing alone against the vast majority of council members who overwhelmingly support the court. The Bush administration also has come under strong criticism worldwide and at home for threatening to end U.N. peacekeeping in Bosnia if it doesn't get immunity for American peacekeepers. The new court's main targets are the future Pol Pots and Hitlers, but the United States fears the court could go after Americans in frivolous political prosecutions because of its status as the global superpower. At stake is a council resolution that would approve a six-month extension of the 1,500-strong U.N. police training mission in Bosnia and a one-year extension for the 18,000-strong NATO ( news - web sites)-led peacekeeping force in the country, which was wracked by a 2 1/2-year civil war from 1992 to 1995.
