The steam won't escape from the pan lid and the wet towel works as a sauna. The Persian Lentils & Rice dish I posted cooks the same way. That is the same dish I was cooking and my ex happened to come by and asked me if I had Arafat on the stove. He stuck around to enjoy a most delicious meal. This potato and rice tahdeeg is really wonderful. Don't worry, the towel will not catch on fire. It will be wet and stay wet from the steam, then your twist it around the lid and the fire is very low.
