I think this spammer is just trying to build up an email list so they can try to sell you a website. Spamming isn't the mark of a professional. Ask around, particularily your local friends and businesses, and get recommendations. Find someone real, sit down with them, look at their work, and be happy with your results. Like anything else, you get what you pay for (unless you might enjoy learning to do your own site) If money really is tight, find a class on website design, maybe a local community college? If it's a good web provider, I did a little research for my own group on different low-cost/month web providers (we're on a fairly small budget).
