When oil is hot, add onion and sauté until softened, about 3 minutes. Add garlic and rice, and sauté, stirring constantly, until rice is translucent, about 4 minutes. Add habañero, hot water, and salt, stir well, and bring to a boil. Cover pan, reduce heat to low, and gently simmer until liquid has been absorbed and rice is fluffy, 15 to 20 minutes. Remove pepper prior to serving.
