It grows quite fine in the San Francisco East Bay area (9b USDA, 14 Sunset). I have read that if you have a lot of rain or heavy humidity lavender can have problems. Here, over the summer, it's not that humid and, for the most part, it doesn't rain at all. All of my plants are irrigated through drip tubes during the summer. I'm not sure about this but I also think that some varieties of lavender bloom once and that may be it. If you deadhead they may bloom a second time. Most of my lavender continuously blooms over the summer. Sorry I can't be more help.
