PREPARATION TIME: 15 minutes (need cooked rice). COOKING TIME: 15 minutes. Place the water, garlic, and ginger in a large pot or wok. Heat to boiling. Add all the vegetables and cook, stirring frequently, until the vegetables are tender-crisp, about 10 minutes. Add the cooked rice and soy sauce.
