Add chopped onion, green onions, chopped jalapeno peppers, and red peppers, and cook, stirring, until the onions are soft, 6-8 minutes. Stir in tomatoes and garlic and let simmer for 5 minutes, until tomatoes begin to soften. Stir in cream. Meanwhile, toss the cheese with the flour and cumin, then add to the tomato mixture in the skillet. Season to taste. Cook just long enough to melt the cheese.
