Bring jalapeno juice, sugar, vinegar, and water to a boil. Pour over cabbage and let marinate for 2 to 3 hours, refrigerated. Transfer the cabbage to a large bowl and add jicama, bell peppers, apples, and carrots. Toss to coat all ingredients.
