Melt the butter in a small saucepan with the olive oil and gently cook the garlic, fennel, and lemon zest for 5 minutes. Stir in the parsley, basil, and fennel tops, remove from the heat, and season well with salt and pepper. 2. Cook the peas in a saucepan of boiling water for 3-4 minutes, until just tender. Drain well. 3. Meanwhile, cook the pasta in a large saucepan of boiling salted water until firm-tender, then drain. 4. Quickly combine the fennel and herb sauce with the cooked peas and pasta.
