Dear Kristi, Last Chance for Animals (LCA) urges everyone to make a few phone calls to help pass two very important pieces of animal friendly legislation in California! The Responsible Breeder Act (AB 241) regulates puppy mills in California. This humane legislation will limit the number of intact adult animals that large-scale breeding facilities are permitted to own. The Pet Responsi bility Act (SB 250) provides a reasonable, fiscally responsible step towards reducing pet overpopulation in California. The bill simply requires that dogs be spayed or neutered unless their owner/guardian obtains an unaltered dog license when they license their animal.
