This is abominable. Gross negligence.

To top it off, I called the animal shelter and animal control -- different phone nos. -- and the reason why the PERP (who lost her license) WAS NOT CHARGED was b/c the greyhound track is state owned, and the case was out of the county's jurisdiction. Way to go, Florida.
