However, officials admit stray dogs are an ongoing problem and that they can only act to enforce and promote the existing guidelines. A spokesman for the Agriculture, Fisheries and Conservation Department (AFCD) said yesterday that 10,900 dogs - 990 a month - were put down in government kennels between January and November last year, compared to 11,700 in 2004 and 12,000 in 2003. " Dogs on construction sites are a problem, " the spokesman said. " However, management at construction sites are coming to recognise the need to control dogs and more sites are taking steps to stop dogs being kept there. " AFCD officials had stepped up contact with site managers, advising them on licensing and controlling stray dogs, and encouraging them to keep perimeter fencing in good condition to keep strays out, he said. The SPCA, which used to put down between 3,500 and 6,000 dogs a year, introduced a no-kill policy in 2002, and no longer rounds up dogs which it does not expect to be able to find homes for.
