" We can save an animal (if abuse is reported) and take steps to prosecute errant owners under the Animal Ordinance Act 1953, " said Selangor Society for the Prevention of Cruelty to Animals public relations and marketing manager Lilei Chow. In the case of the puppy, a report from a resident resulted in the society rescuing the animal from a nursery in Kota Damansara. When they arrived, they found the puppy in a cage with its hind legs broken and too weak to eat. The cage was filthy, it offered no shelter and the puppy's water bowl had rat droppings in it. Chow said its abdomen was bloated and despite their best efforts, the puppy could not be saved. She said the owner of the nursery had claimed the puppy was not hers. " She told us it had been knocked down and she had just put it in the cage. " The SPCA chose not to prosecute in this case, as it was more humane to put the puppy down and the owner had willingly surrendered the animal, said Chow.
