Eng is planning to take legal action against the Seremban Municipal Council (MPS) for killing 13 of his dogs last month, and the party has offered to help if he can’t afford a lawyer. Negri Sembilan Pas commissioner Dr Rosli Yaakop, who visited Eng at his home in Taman Desa Rasah yesterday, said what MPS did was inhumane and inconsiderate. " We feel that the dogs shouldn’t be killed in Eng’s house. Even in Islam, we are against animal cruelty. " In Eng’s case, the dog owner is at fault for disobeying the law. So he should be punished. Put him (Eng) in jail if you must but don’t kill the dogs, " said Rosli, adding that Eng had approached the party about a week ago, seeking advice. " Eng told us that he wants to take legal action (against MPS). If he can’t afford a lawyer, Pas will help. We have our legal bureau. " He added that Pas would also submit a memorandum to MPS and the Veterinary Services Department on Monday on the matter. Rosli, who was accompanied by a few Chinese Pas Club members, felt that if the MPS could not handle the issue, it should have approached animal associations like the Animal Welfare Foundation or the Independent Pet Rescuers. MPS president Abdul Halim Abdul Latif said Pas could proceed with the memorandum if they wanted to. " As far as we are concerned, we are just doing our job. [Photo: CRY FOR JUSTICE Surendran, Her Sang, Choon Mong outside the police station yesterday] The reports were lodged at Brickfields police station, led by the dog owner, Ng Her Sun, and his sister, Ng Choon Mong. The other report was lodged by the Coalition Against Shooting and other Inhumane Methods (Casim). Casim, made up of of six non-governmental organisations, was led by lawyer N. Surendran, 39. They claimed the council had committed unlawful acts by breaking into Ng’s house and shooting the dogs inside the compound. Her Sun, 57, said: “I wanted to give shelter and food to the dogs. What the officers did was cruel. I had to leave with some of the dogs because I feared the officers would kill them all.” Her sister, Choon Mong, 56, claimed she was dragged out by female enforcement officers against her will. “I begged them not to shoot my dogs but they ignored me. I heard the dogs howling and they looked frightened. They were not aggressive and were hiding under the beds when the officers shot them,” she said. Surendran called for reforms to regulations on stray animals and asked for a more humane approach to combat the problem of animal over-population. “There are other methods, including shooting and using wire loops to catch dogs, which are cruel, inhumane and cause a lot of pain and distress to the animals. “We want police to investigate and act against the offenders,” he said.
