This is very difficult information to obtain in a closed, communist society. You do not need to report any emails that may bounce. We have no control over outdated government websites OR emails that are disabled due to the massive worldwide opposition to the Yunnan dog slaughter. If you feel very strongly about this issue, we have also provided as many street addresses and fax numbers as we could find. If you wish to investigate contact information on your own, this is a good starting point: GOVERNMENT LINKS - <http://www.china.org.cn/english/GS-e/138400.htm>http://www.china.org.cn/english\ /GS-e/138400.htm CHINESE GOVERNMENT CONTACTS Chinese Government’s Official Web Portal: english National Government: govonline Supreme People’s Procuratorate of China: webmaster Xinhua News Agency: xhszbs China Internet Information Center [the authorized government portal site to China] 24 Baiwanzhuang Road Beijing 100037, China ph: 86-10-68996217; fax: 86-10-68997796 email: wandi, webmaster web email feedback: <http://service.china.org.cn/link/wcm/comments_e>http://service.china.org.cn/lin\ k/wcm/comments_e SOURCE URL: <http://www.china.org.cn/english/index.htm>http://www.china.org.cn/english/index\ ..htm The National People's Congress (NPC) of the People's Republic of China Wu Bangguo, Chairman of the Standing Committee of the 10th National People's Congress of the People's Republic of China No. 23, Xijiaominxiang Xicheng District, Beijing 100805 The People's Republic of China email: english SOURCE URL: <http://www.npc.gov.cn/zgrdw/english/home/contactUs.jsp>http://www.npc.gov.cn/zg\ rdw/english/home/contactUs.jsp Ministry of Foreign Affairs Of The People’s Republic Of China Mr. Li Zhaoxing, Minister of Foreign Affairs No. 2, Chaoyangmen Nandajie Chaoyang District, Beijing, 100701 ph: 86-10-65961114; email: webmaster SOURCE URL: <http://www.fmprc.gov.cn/eng/>http://www.fmprc.gov.cn/eng/ Ministry of Education, People’s Republic of China: emic Ministry of Agriculture, People’s Republic of China: webmaster Ministry of Health, People's Republic of China email: zxc, manage, manage SOURCE URL: <http://www.moh.gov.cn/>http://www.moh.gov.cn/ Ministry of Culture of the People's Republic of China 15 Huixin Dongjie, Chaoyang District Beijing 100025, China ph: (8610) 6494 1107; email: szw, chinaculture website: <http://www.chinaculture.org/>http://www.chinaculture.org/ China National Tourism Administration 9A Jianguomennei Ave., Beijing 100740, China ph: (0086-10) 65201114; fax: (0086-10) 65122096 email: xhzhang, webmaster website: <http://www.cnta.com>http://www.cnta.com CHINA NATIONAL TOURIST OFFICES IN OTHER COUNTRIES: <http://www.cnta.gov.cn/lyen/contact/contact.htm>http://www.cnta.gov.cn/lyen/con\ tact/contact.htm REGIONAL GOVERNMENT CONTACTS Guangxi Government: gzbtx Chuxiong, Mouding County in the Province of Yunnan, China webmaster SOURCE URL: <http://www.eng.yn.gov.cn/>http://www.eng.yn.gov.cn/ Governor of Yunnan Province, Xu Rongkai Government office address: Wuhuashan, Kunming ph: 0871-362 1773 SOURCE URL: <http://www.china.org.cn/english/features/ProvinceView/156484.htm>http://www.chi\ na.org.cn/english/features/ProvinceView/156484.htm Press Division of Foreign Affairs Office of Yunnan Province ph: 0871-5311095; fax: 0871-5311987 International Press Center (IPC) ph: (010) 6588-2585, 6588-2586; fax: (010) 6588-2594 email: ipc Chuxiong Government Office 125, Lucheng South Road Chuxiong, Yunnan 675000, People's Republic of China CHINESE EMBASSIES AROUND THE WORLD Chinese Embassy in the United States of America His Excellency Zhou Wenzhong 2300 Connecticut Avenue, N.W.; Washington D.C. 20008 ph: 001-202-328-2500, 328-2551; fax: 001-202-328-2582, 202-745-7473 email: WEBMASTER, chinaembassy_us SOURCE URLS: <http://www.china-embassy.org,>http://www.china-embassy.org, <http://us.china-embassy.org,>http://us.china-embassy.org, h ttp://us.chineseembassy.org, <http://www.fmprc.gov.cn/eng/wjb/zwjg/2490/2496/t14512.htm>http://www.fmprc.gov.\ cn/eng/wjb/zwjg/2490/2496/t14512.htm FOR CHINESE EMBASSIES IN OTHER COUNTRIES, TRY: <http://www.fmprc.gov.cn/eng/wjb/zwjg/2490/default.htm>http://www.fmprc.gov.cn/e\ ng/wjb/zwjg/2490/default.htm <http://www.travelchinaguide.com/embassy/embassy_list.htm>http://www.travelchina\ guide.com/embassy/embassy_list.htm ALL EMAILS IN THIS ALERT: english, govonline, webmaster, xhszbs, wandi, webmaster, english, webmaster, emic, webmaster, zxc, manage, manage, szw, chinaculture, xhzhang, webmaster, gzbtx, webmaster, ipc, WEBMASTER, chinaembassy_us ===================================================== SAMPLE LETTER Feel free to use portions of our letter, but please add some original thoughts. Hundreds of identical letters may lessen the impact. ===================================================== Dear Sir / Madam, I am sickened by images of Chinese authorities bludgeoning dogs in a death sweep of Chuxiong in Yunnan province. From July 25-30, more than 50,000 dogs were viciously beaten, hung, electrocuted or poisoned. Some, companion animals out walking with families, were forcibly taken and clubbed on the spot. Others were defenseless strays, ambushed at night. All were blameless victims of a flimsy heath care system, in which just 3 percent of dogs are inoculated against rabies and over 2,000 people succumb to the disease annually. While I sympathize with the rise in dog bites and deaths of three people in Mouding County, rabies is a very controllable disease. Mass reactive culls have repeatedly proven incapable of curbing stray populations and inhibiting rabies outbreaks. In fact, the primary outcome of the five-day massacre in rural southwestern China is the loss of government credibility among nationals and the world. According to international news reports, county officials had originally promised guardians the rough equivalent of 62 U.S. cents to kill their own dogs. When this initiative failed, government death squads searched homes to confiscate dogs people had hidden. I understand Public Security Bureau officers stormed villages at night to corner barking dogs and beat them until dead. Some were unregistered. Others were registered and even vaccinated against rabies. Animals who tried to flee were trapped at roadside checkpoints. Only police and military dogs escaped the carnage. I implore Chinese officials to recognize the growing number of households with companion animals. The Chinese Center of Disease Control estimates dogs now live in 70 percent of rural homes. Yet a comparatively low 3 percent are immunized against rabies. Rabies is largely preventable through an interactive network of human health, animal health and municipal agencies. Please establish a non-violent response that includes public access to low-cost rabies treatment, humane education, and “Spay/Neuter/Vaccinate/Release” programs to manage stray populations. Other civilized nations that employ these methods report a significant reduction in strays and the occurrence of rabies. The world community will never forget the brutal eradication of some 50,546 dogs. We ask that you publicly condemn the blood of innocents in your streets and fields. We ask government officials to revamp animal protection laws and foster a culture of responsible guardianship, rabies prevention, and humane animal control. We urge you to make enforceable animal protection laws a priority before the 2008 Olympics in Beijing. Many travelers will not spend money in a country that sanctions animal abuse. I understand a worldwide boycott of Chinese tourism and products is underway. I intend to join that boycott until Chinese authorities initiate momentous reforms for animals.
