From July 25-30, more than 50,000 dogs were viciously beaten, hung, electrocuted or poisoned. Some, companion animals out walking with families, were forcibly taken and clubbed on the spot. Others were defenseless strays, ambushed at night.According to international news reports, county officials had originally promised guardians the rough equivalent of 62 U.S. cents to kill their own dogs. When this initiative failed, government death squads searched homes to confiscate dogs people had hidden. I understand Public Security Bureau officers stormed villages at night to corner barking dogs and beat them until dead. Some were unregistered. Others were registered and even vaccinated against rabies. Animals who tried to flee were trapped at roadside checkpoints. Only police and military dogs escaped the carnage.We ask that you publicly condemn the blood of innocents in your streets and fields. We ask government officials to revamp animal protection laws and foster a culture of responsible guardianship, rabies prevention, and humane animal control.We implore you to immediately end your policy of culling dogs and to work in conjunction with animal groups to introduce public education initiatives to ensure that dogs are treated with the respect that they deserve.
